The FOI Program

It has been five (5) years since President Rodrigo Roa Duterte issued Executive No. 2 s. 2016 which allowed the operationalization of the people's right to Information in the Executive branch. The PCOO was thereafter designated as the lead agency in the implementation of the FOI Program. The FOI-PMO was subsequently established under the PCOO to monitor compliance and lead the FOI Program, including the Electronic FOI in the Executive branch. Since then, it has continuously expanded its efforts in fostering a nation of truly engaged and well-informed citizenry by promoting access to information through standard paper-based and electronic platforms.

Message from the FOI Program Director

We, in the Freedom of Information Project Management Office (FOI PMO), take pride in the launch and continuous development of the electronic FOI (eFOI) Portal. The eFOI Portal embodies our commitment to facilitate the Filipino people’s Constitutional right to access public information.

The eFOI Portal was launched in 2016 as an online platform with the goal of making access to public information convenient. With this, citizens can request information from any of the government offices under the Executive branch – national government agencies, state universities and colleges, government-owned and controlled corporations, and local water districts.

Exploring the virtual frontier to make access to public information user-oriented is paramount to cementing transparency, accountability, and citizen participation in governance. Similarly, this initiative is proof that the Philippines is a trailblazer in the field of access to information and at par with international counterparts.

Through the years, as we take stock of our best practices and challenges, we have constantly adopted and deployed mechanisms to ensure the information request process is streamlined for both the public and the FOI officers; notable policies include the guidelines on redaction and extraction of information, creation of a Central Appeals and Review Committee, requestor feedback mechanism, and “No Wrong Door Mechanism.”

The FOI PMO, together with more than five thousand FOI officers and various stakeholders, further commit to make the eFOI Portal robust to adapt with the pace of digital transformation. We pursue to advance the features of the eFOI Portal to deliver efficient and quality FOI service and ensure and ensure our countrymen are informed and can make informed decisions. We remain steadfast in our belief na ang Pilipino ay may alam at may pakialam.

About FOI

Mandates & Functions

  • 1. Oversee implementation of all FOI and electronic FOI programs for all government agencies in the Executive branch and monitor compliance therewith;
  • 2. Develop programs and mechanisms to enhance the capacity of government agencies to comply with FOI programs;
  • 3. Conduct and facilitate the necessary capacity and institutional building programs for all concerned government agencies and instrumentalities;
  • 4. Monitor and supervise the accounting and auditing process of office’s funds;
  • 5. Establish and lead the links with partner organizations or institutions to obtain technical assistance and support;
  • 6. Manage technical assistance and support from partner organizations or institutions subject to existing auditing and accounting laws, rules, and regulations;
  • 7. Represent the FOI PMO on various boards, commissions, committees, and task forces dealing with policy matters; and
  • 8. Report directly and submit reports regularly to the PCOO Secretary as the overall FOI Champion.

Communications & Capacity Development Division
